Chhattisgarh Cabinet Approves NRDA One-Time Settlement Scheme & Rent Control Reforms

The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, approved a set of reforms on 9 July 2026 that directly affect property owners, developers, and investors in Nava Raipur and across the state.

The centerpiece for real estate is the Nava Raipur Atal Nagar Development Authority (NRDA) One Time Settlement (OTS) Scheme-2026. It gives relief on pending interest and additional charges owed on allotted plots and constructed properties in Nava Raipur. This should help developers who have delayed projects due to accumulated dues, allow regularisation of eligible allotments, cut down legal disputes, and put idle land in Nava Raipur to better use.

The Cabinet also cleared a draft amendment to the Chhattisgarh Rent Control Act, 2011, aligned with the Centre's Model Tenancy Act, 2021. It aims to clarify the rights and responsibilities of landlords and tenants, define the role of property managers, and speed up resolution of tenancy disputes — changes meant to encourage owners to rent out vacant houses rather than leave them empty.

Alongside these, the state approved the Chhattisgarh Ease of Doing Business (Exemption and Facilitation) Bill, 2026 — which the government says makes Chhattisgarh the first state in India with such legislation — along with amendments to the Industrial Investment Promotion law. Together, these introduce deemed permissions (automatic approval after a set period), self-certification, and risk-based inspections, cutting down the approval time for new projects.

For property owners and developers in Nava Raipur, the two reforms to watch are the NRDA OTS Scheme, which could unlock stalled plots and construction, and the Rent Control Act amendment, which changes the landlord-tenant framework for rental property across the state.
