The Chhattisgarh government has approved the Raipur-Durg Metro Rail Project, a major step toward building an integrated State Capital Region (SCR) around Raipur, Nava Raipur Atal Nagar, and the Durg-Bhilai industrial belt. The move is being compared to how the National Capital Region (NCR) was built around Delhi, and it marks one of the biggest infrastructure decisions for the state in recent years.
**Project Cost and Route**
The proposed metro system is planned as a Metro Neo corridor spanning more than 60 kilometers, connecting Raipur, the upcoming capital city of Nava Raipur, and the industrial hub of Durg. The project is estimated to cost around ₹11,000 crore and is being designed as a modern, cost-effective, and environmentally sustainable mass transit system to serve the growing Raipur metropolitan area.
**A New State Capital Region**
At the heart of this project is the creation of a State Capital Region that brings Raipur, Nava Raipur, and Durg-Bhilai under one integrated urban planning umbrella. To manage this, the State Cabinet has approved the formation of the Capital Region Development Authority (CRDA), chaired by Chief Minister Vishnu Deo Sai. The CRDA will include cabinet ministers, senior officials, MLAs, and representatives from local bodies, and will oversee land use planning, infrastructure development, investment coordination, and environmental management across the region. It has also been given powers to levy a special infrastructure cess to help fund large capital projects like the metro, and will submit annual budgets and progress reports to the state government.

The SCR is expected to serve a population of over 5 million people by 2031, as Raipur, Nava Raipur, and the Durg-Bhilai belt continue to see rapid urban and industrial growth.
